No, it is not possible for us to provide you one time bill for Dedicated server OS licensing. Because, all our operating System licenses are provided by our data center. Microsoft provides special licensing (SPLA licensing) for web hosting / Data center providers which comes with monthly license cost. Less than 1% data center providers will offer you one time Operating System charge. With most web hosting companies, you will see monthly licensing for operating system, SQL server etc.
