If you have a Windows VPS / Dedicated server with MSSQL Server and WebsitePanel installed, you can simply create the database by referring the steps given in this video tutorial.

If you don’t have any control panel to manage the databases you can directly create it from SQL Server Management Studio by referring the steps mentioned here.
